Description 1) The Provincial Government of Bohol (hereinafter called “Procuring Entity” has received financing (hereinafter called “funds”) from the GOP (hereinafter called the “Funding Source”) toward the cost of Procurement of Consulting Services for the Preparation of 6-Year Comprehensive Provincial Tourism Development Plan of the Province of Bohol. The Procuring Entity intends to apply a portion of the funds in the amount of ₱ 5,500,000.00 to eligible payments under the contract for the Procurement of Consulting Services for the Preparation of 6-Year Comprehensive Provincial Tourism Development Plan of the Province of Bohol for which the Bidding Documents are issued.
2) The Procuring Entity now invites bids to provide the following Consulting Services: formulation of a comprehensive provincial tourism development plan structured into three phases (inception phase, situational analysis phase, and tourism planning and development phase). More details on the services are provided in the Terms of Reference for the project.
3) The Consultant shall be selected and employed in accordance with Quality-Cost Based Evaluation procedures as described in the Bidding Documents.
4) This notice has been addressed to the following short-listed consultants:
 CEST Incorporated
 TwoEco, Inc.
 POIEL Engineering and Management Services
5) This invitation is non-transferable and may not be assigned to any other consultant.
6) The Bidding Documents may be acquired at the Provincial Procurement Management Unit during 8:00 AM to 5:00 PM upon payment of an applicable fee for the Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱ 10,000.00.
7) The Provincial Government of Bohol, through the Provincial Procurement Management Unit, will hold a Pre-Bid Conference on June 26, 2026, 10:30 AM at the PPMU Conference Room, 2nd Floor, Provincial Capitol Building, Tagbilaran City, Bohol and/or through videoconference/webcasting via Google Meet, which shall be open to all short-listed consultants.
8) Bid documents must be received by the Procuring Entity’s BAC at the address indicated in the Request for Expression of Interest or online submission on or before 10:30 AM on July 10, 2026.
