Description INVITATION TO BID FOR THE IMPROVEMENT/RENOVATION OF BPEMO,
FRMD FIELD OFFICE/STAFF HOUSE AT BOHOL BIODIVERSITY COMPLEX
AT ROXAS BILAR BOHOL
The Provincial Government of Bohol, through the Bids and Awards Committee for CY 2025,
intends to apply the sum of NINE HUNDRED FORTY NINE THOUSAND NINE
HUNDRED NINETY FIVE PESOS AND 22/100 ONLY (₱ 949,995.22) being the
Approved Budget for the Contract (ABC) to payments under the contract for the
IMPROVEMENT/RENOVATION OF BPEMO, FRMD FIELD OFFICE/STAFF
HOUSE AT BOHOL BIODIVERSITY COMPLEX AT ROXAS BILAR BOHOL with
Procurement Reference No. INF-2025-0017 Bids received in excess of the ABC shall be
automatically rejected at bid opening.
The Provincial Government of Bohol now invites bids for the above Procurement Project.
Delivery of the Goods is required within 90 CALENDAR DAYS after receipt of the Notice
to Proceed. Bidders should have completed a contract similar to the procurement project with
an amount of at least FIFTY PERCENT (50%) of the Approved Budget for the Contract. The
description on an eligible bidder is contained in the Bidding Documents, particularly, in
Section 11 (Instructions to Bidders).
Bidding will be conducted through open competitive bidding procedures using a nondiscretionary “pass/fail” criterion as specified in the 2016 Revised Implementing Rules and
Regulations (IRR) of Republic Act (RA) 9184, otherwise known as the “Government
Procurement Reform Act”. Bidding is open to all interested bidders, whether local or foreign,
subject to the conditions for eligibility provided in the 2016 revised IRR of RA 9184.
Interested bidders may obtain further information from the Provincial Government of Bohol –
Provincial Procurement Management Unit and inspect the Bidding Documents at the address
given below during 8:00 AM – 5:00 PM from Monday to Friday only, except holidays.
A complete set of Bidding Documents may be purchased by interested Bidders on MARCH
22-31, 2025 from the given address below and upon payment of the applicable fee for the
Bidding Documents, pursuant to the latest Guidelines issued by the GPPB, in the amount of ₱
1,000.00 at the Provincial Treasurer’s Office, Provincial Capitol Building, Tagbilaran City.
The Bidding Documents may also be downloaded free of charge from the website of e
Provincial Procurement Management Unit www.ppmu.bohol.gov.ph, provided that Bidders
shall pay the applicable fee for the Bidding Documents not later than the submission of their
bids.
The Provincial Government of Bohol will hold a Pre-Bid Conference on N/A at the PPMU
Conference Room, Provincial Capitol Building, and/or through video conferencing or
webcasting via Zoom, which shall be open to all interested parties.
Bids must be duly received by the BAC Secretariat through manual submission at the address
indicated below on or before APRIL 02, 2025 @ 10:30 A.M. Online or electronic submission
of the financial proposals are to be submitted via the PGBh-US Procurement System’s
Supplier’s Portal before one hour before the aforementioned date and time. Late bid submissions shall not be accepted. All bids must be accompanied by a bid security in any of the acceptable forms and in the
amount stated in the ITB Clause 14.
Bid opening shall be on APRIL 02, 2025 @ 10:30 A.M at the given address below and via
Zoom. Bids will be opened in the presence of the Bidders’ representatives who choose to attend
the activity.
The Provincial Government of Bohol reserves the right to accept or reject any and all bids,
declare a failure of bidding, or not award the contract at any time prior to contract award in
accordance with Sections 35.6 and 41 of the 2016 revised IRR of RA No. 9184, without thereby incurring any liability to the affected bidder or bidders.
